Railroads

1903- The Elkins Act
This act was passed under President Roosevelt. It allowed heavy fines to be imposed on railroads that gave rebates and on the shippers that accepted the rebates.

1906- The Hepburn Act
This was also passed by TR, and it restricted free passes on railroads and expanded the Interstate Commerce Commission to include express companies, sleep-car companies, and pipelines.

These acts were passed because the railroad industry needed restraint and the Interstate Commerce Commission was very weak.
